Joint Statement by the Ambassadors of France and Italy, and the Chargés d’affaires of the United Kingdom and the United States to Libya

France, Italy, the United Kingdom, and the United States have condemned in the strongest terms the horrific terrorist attacks in Benghazi on 23 January. We will continue our efforts with our international partners to combat terrorism in Libya, and pursue action against those who are complicit in such horrific attacks.

10 persons have been subject to unlawful killings in retaliation for these attacks. We note that official and media reports indicate that the perpetrator is LNA Captain Mahmoud Mustafa Boussif Al-Warfally. Al-Warfally is subject to an arrest warrant by the International Criminal Court for his alleged war crimes. According to the LNA announcement of 17 August 2017, Al-Warfally had been detained and was under investigation. We call again upon the LNA to ensure that the investigation happens in a complete and fair way and that those responsible for unlawful killings are held accountable.

France, Italy, the United Kingdom, and the United States condemn strongly such crimes and reaffirm that they will continue to monitor ongoing acts of conflict in Libya closely. Those suspected of committing, ordering, or failing to prevent terrorist attacks, summary executions, and torture on all sides must be fully investigated. We will continue our efforts at the international level to pursue appropriate action against those who are complicit in violations of international human rights law and international humanitarian law.
